Will and the Observer

Up until now, I had believed that all aspects of the Universe have Will. However, here I would like to explore whether we as the observer actually have will, or whether the observe is the only aspect that does not. The personality most definitely has will. Every thought form also has a will to be experienced and connected with it's creator. The soul has Will. But what is interesting, is that all of these things are temporary.

So that gives me the impression that only temporary things have Will. The Observer is eternal, unchanging. 

It seems like there are two directions for Will, the 'expression' and the 'experience'. The 'expression' is where one entity has a goal and expresses their intention to achieve it. Due to the fact that there are common experiencing fields, this means that there will be other entities exposed to that initiator's Will being expressed. In other words they are impressing their Will into the physical plane wherein other entities exist and have their experiencing field. These other entities have two choices resist that Will, or align with it. The resistance or alignment to that Will is the choice of the other entities who fall within the field of creative expression of that Will, wherein the Will of the entity will be manifested. Both the alignment or resistance of Wills causes evolution. The expressing entity is often a dominant one. The power of the initiator is often far stronger than individuals so those that may resist. So they will need to learn to band together until the sum of the parts is strong enough to push back against the initiator and therefore cause the whole group to move forward. If the smaller entities accept the will of the initiator, then the initiator moves forward and has it's experience. There is a constant ebb and flow as opposing Wills help each other evolve.

What I propose is that the Observer exists independently of the vehicles which house it. That it is the mind aspect of those vehicles which channel Will. So where does the Will actually come from. Why does a personality choose a particular goal that it therefore plugs into or activates Will to make it happen. If Will can be activated what is it when it is not active? Or is Will a stream of power which we plug into or not. When plugged in we have Will, when not plugged in we do not and therefore we are receptive to being swept up by other entity's Will.
